When Congress passes a law, it also includes language in the law telling how the law is to be enforced. Since legalized abortion came to be the law of our land through a Supreme Court decision, it was not accompanied by any regulatory directives. Literally anyone could set up a clinic and start doing abortions. Life-affirming people tried to get the government to regulate the abortion industry through laws but those who favor abortion have always resisted attempts to regulate the industry. As it stands, there are more rules and regulations for beauty parlors and dog grooming facilities to follow than there are laws regulating abortion clinics. A woman going in for an abortion has no idea if the clinic is following good medical procedures to protect her health while she is there killing her baby.
